Alcoholism is the 3rd leading lifestyle-related cause of death in the U.S. with 88,000 deaths annually attributed to excessive alcohol use. Estimates of the total overall costs of substance abuse in the United States, including productivity and health- and crime-related costs, exceed $600 billion annually. This includes approximately $193 billion for illicit drugs, $193 billion for tobacco, and $235 billion for alcohol. As staggering as these numbers are, they do not fully describe the breadth of destructive public health and safety implications of drug abuse and addiction, such as family disintegration, loss of employment, failure in school, domestic violence, and child abuse. * Importantly, employees are more likely to undergo treatment if it is initiated by an employer. **

An employee who has violated U. S. Federal DOT drug and alcohol regulations by testing positive for alcohol or drugs or refusing to be tested, must be immediately removed from his or her DOT safety-sensitive duties and must successfully complete a comprehensive DOT-SAP evaluation and a mandatory education or treatment program.
Any employer who allows an employee with a DOT violation to continue performing safety-sensitive duties is subject to fines up to $10,000 or more a day.
